摘　　要：近几年票据市场发生了巨大变化,也迎来了一些新的挑战,如票据电子化法律规范、票据市场基础设施法律地位、电子债权凭证以及票据融资功能优化等问题。其中,票据电子化法律规范是票据市场面临的主要问题,其次是对部分票据权利内容的修订来进一步支持票据发挥融资功能。建议创设《电子债权登记法》统筹解决远期支付凭证电子化问题,对于票据融资功能则通过修订《票据法》的方式来优化。The amendment of the Bills Law has become a topic of key concern in the bills market of late.It has been suggested that the amendment needs to focus on regulation of the electronic trading of bills,the issuance of electronic creditor certificates and the legal status of market infrastructure.Among these key areas,the regulation of electronic bills trading is the most critical issue faced by the market.In order to optimize bills financing and solve problems related to creditor certificates and electronic trading in general,the creation of an Electronic Claims Registration Law is also viewed as a necessary step.
