摘 要:2017年教育部启动学位授权审核试点改革,通过放权部分一流大学建设高校开展学位授权自主审核,激发办学活力,优化学科结构,促进高等教育内涵式发展。高校如何利用好国家赋予的自主权,构建与之相适应的学位授权审核标准和内部管理机制是学位授权审核改革的关键。本文介绍了北京大学学位授权自主审核的实践探索,在梳理试点改革的初步成效以及面临的挑战和问题基础上,进一步思考如何用好自主审核的双向调节功能、发挥好战略科学家关键布局作用、加大对新增学位授权点的建设投入和质量管控、推进分类分层评价等问题,以期为“双一流”建设高校学科建设和创新人才培养提供有益借鉴。In 2017, the Ministry of Education launched a pilot reform on the authorization of degree awarding powers, by bestowing some universities listed in the Double World-Class Project with the self-accreditation status to accredit their own degree awarding programs, in order to stimulate their vitality, optimize their disciplinary structure, and promote the intensive development of higher education. As for those universities, it is crucial to make good use of the self-accreditation status, and build corresponding accreditation standards and internal management mechanism. This article introduces exploration of Peking University to self-accredit its degree awarding programs, summarizes the initial achievements, challenges and problems of the pilot reform, and ponders over questions such as how to better utilize the dual-directional regulating function of self-accreditation, give a full play of strategic scientists, highlight investment and quality control of the newly accredited degree awarding units, and encourage the classification and hierarchical evaluation, with the intention of providing useful reference for the discipline construction and innovative talent cultivation at universities listed in the Double World-Class Project.
