互助养老:农村内生型老年社会福利供给模式的实践路径

摘　　要：发展老年人社会福利,改善老年人生活质量,是积极应对农村人口老龄化的应有之义。以互助养老组织为基础的社区内生型福利供给模式是适宜农村老年社会福利供给的“第三条道路”。多元化、普惠性的福利供给从不同层面回应了老年人的差异性需求。资源整合、权威再造、规则约束与价值认同构成互助养老组织的运行机制可形塑出低成本、高效益、可持续的内生型老年社会福利供给模式。积极应对农村人口老龄化,应当依托农村社区的内生性资源增进老年人社会福利,满足老年人对美好生活的向往与追求。Developing social welfare for the elderly and improving the quality of life of in old age is the due meaning of actively coping with the aging of the rural population.Based on a field study in a mountainous township in Hubei Province,it is found that the community endogenous welfare supply model based on mutual aid and pension organizations is the“third way”suitable for the social welfare supply of the rural elderly.Through diversified and inclusive welfare supply,this welfare supply path realizes the learning of the elderly,the elderly have dependence,the elderly have fun,and the elderly have something to do,and respond to the different needs of the elderly from different levels.Resource integration,authoritative reengineering,rule constraints,and value recognition constitute the operating mechanism of mutual assistance for the elderly,thus shaping a low-cost,high-efficiency,and sus⁃tainable endogenous social welfare supply model for the elderly.To actively respond to the aging of the rural population,we should rely on the endogenous resources of rural communities to enhance the social welfare of the elderly and meet the aspirations and pursuit of a better life for the elderly.
