吉林省参与大图们区域国际旅游合作的制约因素及策略

摘　　要：近年来,大图们区域国际旅游合作受政治、外交、经济、利益、民族、环境等诸多因素影响,一直呈现出发展相对滞后的特征。但随着人们旅游需求的不断增加,以及东北亚各国对大图们区域国际旅游合作的日益重视,特别是世界进入后疫情时代,我国参与大图们区域国际旅游合作有了越来越多的利好条件。更重要的是,大图们区域各国间旅游资源及旅游产业的互补特征逐渐凸显,为进一步展开国际旅游合作奠定了基础。吉林省在大图们区域有独特的地缘优势,旅游资源丰富,旅游开发和旅游开放政策支持力度较大,而且腹地区域游客数量庞大,在与东北亚各国开展旅游合作上有很强的互补性。吉林省参与大图们区域旅游合作,应当注重滨海国际旅游产品合作,进一步完善大图们国际旅游合作机制,打造国际旅游特色,重点把珲春建成图们江区域邮轮旅游节点城市,加强产城融合,提供政策保障,发展全域旅游。In recent years,international tourism cooperation in the Greater Tumen region has been characterized by relatively lagging development due to such factors as politics,diplomacy,economy,interests,ethnicity and environment.However,with the increasing demand for tourism and the rising importance attached to international tourism cooperation in this region by the countries in Northeast Asia,especially in the post-epidemic era,more and more favorable conditions are beneficial to China to participate in the international tourism cooperation in the Greater Tumen Region.More importantly,the complementary characteristics of tourism resources and relevant industries among countries in the Greater Tumen Region are gradually highlighted,laying the foundation for further international tourism cooperation.Jilin province in Northeast China,with rich tourism resources,has a unique geographical advantage in the Greater Tumen Region.The policy support for tourism development and opening has been increased and the hinterland region has a large number of tourists,which is of strong complementarity in carrying out tourism cooperation with the countries in Northeast Asia.Jilin Province should focus on the Binhai international tourism product cooperation while participating in the Greater Tumen regional tourism cooperation,further improve the Greater Tumen international tourism mechanism cooperation,foster international tourism features,give priority to build Hunchun into cruise tourism node city in Tumen River Region,strengthen the integration of industry and city,provide policy implementation and develop the region-wide tourism.
