摘　　要：营造良好营商环境、推动形成优化营商环境的长效机制是促进我国西部地区经济高质量发展的重要方面。文章从营商立法环境、营商执法环境、营商司法环境和营商守法环境4个维度评价西部地区法治化营商环境。针对在营商立法环境中存在的地方差异性较大、科学性和民主性有待提升,执法环境中存在的线上线下相结合的政务服务模式发展不够理想、执法程序仍有一定短板,司法环境中存在的纠纷解决机制多元化发展缓慢、法律服务队伍建设不足,以及守法环境中存在的未实现充分的市场竞争、政府违规干预等问题,提出进一步推动西部地区优化营商环境配套法律体系、提高执法人员专业素养、推行政府信息公开等建议,以营造西部地区更好的法治化营商环境,推动经济高质量发展。Creating a sound business environment and promoting the formation of a long-term mechanism to optimize the business environment are important aspects to promote high-quality economic development in China's western regions.This pa⁃per evaluates a law-based business environment in western China from four dimensions:business legislation environment,busi⁃ness law enforcement environment,business judicial environment and business law abiding environment.In view of the problems such as significant local differences in the business legislation environment,the scientific nature and democracy to be improved,the combination of online and offline being not ideal in the law enforcement environment,the still inadequate law enforcement procedures,the diversified development of dispute resolution mechanisms in the judicial environment being slow,insufficient construction of legal service team,insufficient market competition and government intervention in a law-abiding environment,suggestions are put forward to promote the formation of a supporting legal system to optimize the business environment in the western region,improve the professional quality of law enforcement personnel and promote government information disclosure,so as to create a better law-based business environment in the western region in China and promote high-quality economic develop⁃ment.
