“四乡”人才赋能乡村振兴的时代价值及其实现路径

摘　　要：习近平总书记在2022年12月中央农村工作会议上明确提出要“有序引导大学毕业生到乡、能人回乡、农民工返乡、企业家入乡”(简称“四乡”人才),为乡村振兴的人才引进工作指明了方向。“四乡”人才赋能乡村振兴具有重要的时代价值,有利于带动资金技术下乡、改善人口素质结构和满足农民幸福生活,从而分别推动乡村富裕、增添乡村活力和促进乡村和谐。要通过打好“乡情牌”、念好“事业经”、做好“勤助理”、分好“大蛋糕”等路径分别为“四乡”人才激发回乡意愿、搭建做事平台、完善环境设施、健全激励机制,从而实现“四乡”人才赋能乡村振兴。President XI Jinping at the Central Rural Work Conference in December 2022,it was clearly proposed to“orderly guide college graduates to their hometowns,capable individuals to return to their hometowns,migrant workers to their hometowns,and entrepreneurs to enter their hometowns”(referred to as the“Four Villages”talents),which pointed out the direction for talent introduction work in rural revitalization.“Four rural”talents empowerment for rural revitalization has important epochal value,which is conducive to driving capital and technology to the countryside,improving the quality and structure of the population,and satisfying the well-being of farmers,thereby respectively promoting rural“prosperity”,adding rural“vitality”,and promoting rural“harmony”.It is necessary to stimulate the willingness of“four rural”talents to return to their hometown,establish a platform for their work,improve their environmental facilities,and improve their incentive mechanism by playing a good role in“rural sentiment”,reading“career classics”,doing a good job in“work assistants”,and distributing“big cakes”,so as to achieve the revitalization of“four rural”talents’empowerment of rural areas.
