摘　　要：探究如何优化投资结构,以提升战略性新兴产业集群的创新能力是当前实现产业升级的关键。文章通过对我国投资结构和战略性新兴产业集群创新能力之间关联的分析,基于对德国和美国投资结构与创新实践的典型案例分析,结合中国战略性新兴产业集群的政策导向与创新实践,建议从三个维度优化投资结构:推动投资机制创新、利用金融等多元化市场化供给以及增加政府在基础研究持续投入,通过“补短板”“铸长板”和“强基础”,破解当前制约战略性新兴产业集群创新能力的难题。Exploring how to optimize the investment structure to enhance the innovation capacity of strategic emerg-ing industry clusters is the key to achieving industrial upgrading at present.Based on the analysis of the correlation between China’s investment structure and the innovation capability of strategic emerging industry clusters,the article sug-gests optimizing the investment structure in three dimensions based on the analysis of typical cases of investment structure and innovation practice in Germany and the United States,and the policy orientation and innovation practice of strategic emerging industry clusters in China:promoting the innovation of investment mechanism,using diversifi ed market-based supply such as finance,and increasing the government’s investment in basic research.By“mending the short board”,“casting the long board”and“strengthening the foundations”,we can solve the problems that currently limit the innovation capacity of strategic emerging industry clusters.
