摘　　要：目的通过对山东省乡镇卫生院发展的影响因素进行分析,计算各影响因素在山东省乡镇卫生院发展中的权重,提出有针对性的可操作的建议和措施,为促进乡镇卫生院的发展提供可借鉴的依据。方法运用层次分析法对2018—2022年影响山东省乡镇卫生院发展的各个因素进行比较,并按照其影响程度评定等级,对层次机构图中的各个层次进行分解,得出判断矩阵,分别计算单排序权重值,进行一致性检验。结果山东省乡镇卫生院发展中的影响因素权重排序依次为:卫生人员素质、领导者能力、自身发展体制、双向转诊机制,权重分别为0.6184、0.1796、0.1671、0.0350。结论应明确各级医院的职责,规范双向转诊的标准,明确双向转诊应具备的条件与流程;对于积极实行双向转诊的医疗机构给予奖励或者财政补助,在加强乡镇卫生院的建设基础上加大双向转诊益处的社区宣传力度,引导群众转变固有的就医理念。Objective To calculate the weight of each influencing factor in the development of township health centers in Shandong Province by analyzing the influencing factors of township health centers in Shandong Province,and to propose targeted and actionable suggestions and measures to provide a reference basis for promoting the development of township health centers.Methods Each factor influencing the development of township health centers in Shandong Province from 2018 to 2022 was compared using hierarchical analysis,and rated according to its degree of influence,and each level in the hierarchical institutional diagram was decomposed to derive a judgment matrix,and the single ranking weight values were calculated separately for consistency testing.Results The weight order of the influencing factors in the development of township health centers in Shandong Province were:health personnel quality,leader ability,own development system,and two-way referral mechanism in that order,the weights value was 0.6184,0.1796,0.1671,0.0350.Conclusion We should clarify the responsibilities of hospitals at all levels,standardize the standards of two-way referral,and clarify the conditions and processes of two-way referral;give incentives or financial subsidies to medical institutions that actively implement two-way referrals,increase community publicity on the benefits of two-way referrals on the basis of strengthening the construction of township hospitals,and guide the masses to change their inherent medical concepts.
