摘　　要：“信息疫情”往往是突发事件次生的“第二战场”,也是防范化解重大风险的关键议题,其本质是突发事件生发演化与情境结构变异所形成的风险媒介化景观。在共时性维度上,突发事件的符号化、信息扩散的病毒化和公众情绪的势能化交融互动,共同建构了漂移、异轨和构境的景观整体;在历时性维度上,媒介化作为一种结构性和功能性力量,以风险的时空折叠、智能复制与数字计算,嵌入甚至主导着信息疫情风险景观的生发演化动态过程。信息疫情治理的关键在于把握突发事件风险的媒介化特征,在理解媒介化贯通“事件-信息-情绪”风险景观的基础上,遵循以人为本的自反性原则,从而在更广泛的意义上探索风险规避、防范与调节的应对机制。The“infodemic”is often a“second battlefield”for emergencies as well as a key issue in guarding against and defusing major risks.Its essence is the risk-mediatized spectacle formed by the evolution of emergencies and the variation of contextual structures.In the common time dimension,the symbolization of emergencies,the viralization of information diffusion and the potentization of public emotions intermingle and interact to build a spectacle of dérive,détournement and constructed situation.In the ephemeral dimension,as a structural and functional force,mediatization is embedded in and even dominates the dynamic process of the emergence and evolution of the infodemic risk spectacle with the temporal and spatial folding,intelligent replication and digital computation of risk.The key to infodemic governance lies in grasping the mediatization characteristics of the emergency risk,understanding the risk spectacle through the mediatization of“event-information-emotion”,and exploring the coping mechanism of risk avoidance,prevention and regulation in a broader sense based on the principle of human-centered self-reflexivity.
