摘　　要：在百年未有之大变局和中华民族伟大复兴的历史交汇点上,边疆治理数字化转型成为重塑边疆社会运行方式、强化边疆治理并补齐战略短板的关键引领和战略支点。为探析边疆治理数字化转型的相关内容,在剖析我国边疆治理史的基础上,梳理边疆治理的三个发展阶段,阐明边疆治理数字化转型的内涵与双重基本要素,结合“输入—过程—输出”(IPO)模型,以宏观视角探索边疆治理数字化转型的一般性理论框架。以落实新型区域治理为导向,基于制度、理念、组织与资源多层面协同思想构建边疆治理数字化转型战略。基于“三元”空间发展系统,依据“十四五”规划和2035年远景目标纲要提出多措并举、多点发力、多维防护、多方联动四个重点任务。In the background of the changes of a magnitude unseen in a century and the rejuvenation of the Chinese nation,the digital transformation of frontier governance has become a leading factor and strategic support for reshaping the functioning of frontier society,strengthening frontier governance and shoring up strategic weaknesses.In order to explore the digital transformation of frontier governance,the present paper summarizes the three development stages based on its history,clarifies its connotation and dual basic elements,and discusses the general theoretical framework from a macro perspective by using the Input-Process-Output(IPO)model.With the orientation to implement new regional governance,it further proposes the strategy for digital transformation of frontier governance based on the thought of multi-dimensional synergy of institutions,concepts,organizations and resources.By referring to the spatial ternary theory,the 14th Five-Year Plan(2021-2025)and the Long-Range Objectives through the Year 2035,it proposes four key tasks of the transformation:the combination of multiple measures,breakthroughs in many areas,multi-dimensional protection and multi-party cooperation.
