财政分权视角下双向FDI协调发展的碳减排效应——基于半参数空间面板VAR模型

摘　　要：基于中国30个省份2004—2019年的面板数据,通过构建半参数空间面板向量自回归模型(SSPVAR)和时空脉冲响应函数,刻画中国双向FDI协调发展、经济增长、二氧化碳排放三者之间的传导效应以及财政分权与三者之间的非线性关系。结果表明:双向FDI协调发展、经济增长、二氧化碳排放三者之间存在显著的双向影响,财政分权与三者均存在明显的非线性关系;双向FDI协调发展有利于本地和邻地碳减排,短期内促进本地和邻地经济增长;经济增长在短期内增加了本地碳排放,但长期来看有利于实现本地和邻地碳减排;二氧化碳排放抑制了本地和邻地双向FDI协调发展,但刺激了本地和邻地经济增长。应充分发挥财政政策对资源要素的优化和引导作用,制定差异化的外商直接投资和对外直接投资计划,转变经济发展模式,促进经济绿色、低碳发展。Based on the panel data of 30 Provinces in China from 2004 to 2019,a semi-parametric spatial panel vector autoregression model(SSPVAR)and spatio-temporal impulse response function were constructed to describe the transmission effect among coordinated development of two-way FDI,economic growth,and carbon dioxide emissions,as well as the nonlinear relationship between fiscal decentraliza tion and the three.The results show that the coordinated development of two-way FDI,economic growth and carbon dioxide emission intensity in China have significant twoway effects,and all three have positive self-reinforcing effect and spatial spillover effect.The coordinated development of two-way FDI is beneficial to local and neighboring carbon emission reduction and promotes local and neighboring economic growth in the short term.In the short run,economic growth increases local carbon emissions,but in the long run,it is beneficial to local and neighboring carbon emission reduction,Carbon dioxide emissions inhibit the twoway FDI coordinated development of local and neighboring,but stimulate the local and neighboring economic growth,we should give full play to the role of fiscalpolicy in optimizing and guilding resource factors,formulate differentieted foreign direct investment and outward direct investment plans,transform the ewnomie development model,and promote green and low-carbon economic development.
