基于参建方信用及工程质量潜在缺陷风险的IDI保险费率研究

摘　　要：针对工程项目IDI保险费率的厘定缺乏对项目参建方信用情况及工程质量潜在缺陷风险的综合考量,立足保险公司视角,从项目参建方信用等级与工程质量潜在缺陷风险两个维度出发,构建项目工程质量潜在缺陷风险综合测度指标体系。运用G1法与C-OWA算子对质量潜在缺陷风险综合测度指标体系进行赋权,引入云物元模型计算项目工程质量潜在缺陷风险等级,在此基础上建立IDI保险费率厘定模型,为IDI保险费率估算提供全新的定价方法。研究表明:该费率厘定指标体系和估算模型综合考虑企业信用等级和项目工程质量潜在缺陷风险,可真实客观地反映具体项目对应保险费率的动态调整。In view of the lack of comprehensive consideration of credit situation of project participants and risk of inherent quality defects in the determination of IDI insurance rate,based on the perspective of insurance companies,a comprehensive index system for measuring risk of inherent quality defects is constructed from two dimensions of credit rating of project participants and risk of inherent quality defects.The G1 method and C-OWA operator are used to assign weights to the index system of inherent quality defects risk,and the cloud meta-model is introduced to calculate the risk level of potential defects of project quality,based on which the IDI insurance rate determination model is established to provide a new pricing method for IDI insurance rate estimation.The study shows that the rate determination index system and estimation model can truly and objectively reflect the dynamic adjustment of insurance rates for specific projects by taking into account the credit rating of enterprises and the risk of inherent quality defects,and provide useful references for improving the scientificity of rate determination of insurance companies and promoting the high-quality development of IDI insurance.
