摘　　要：铁路能源消耗的精细化管理是构建绿色低碳交通运输体系、落实国家“双碳”战略目标的基础支撑和重要抓手。在分析我国各行业碳排放趋势及碳减排方向的基础上,分析铁路运输企业能耗管理制度、计量系统、统计方法的现状及问题,从能耗分劈计算方法、定额标准体系、计量器具配备、合同能源管理、碳排放管理能力等角度,提出提升精细化管理水平的措施建议。The refined management of railway energy consumption is the basic support and important starting point to construct a green and low carbon transportation system and implement the national“dual carbon”strategy goal.Based on the analysis of carbon emission trends and carbon emission reduction directions of various industries in China,the present situation and existing problems of energy consumption management systems,measurement systems,and statistical methods of railway transportation enterprises are analyzed.And measures and suggestions to improve the level of refined management are put forward from the perspectives of energy consumption split calculation method,quota standard system,metering equipment,contract energy management,and carbon emission management ability.
