区域创新视角下新型研发机构发展现状及趋势

摘　　要：新型研发机构的建设和发展是我国推动创新驱动发展的新型实践,也是在新的科技创新范式和国家科技发展方针下,我国创新体系转型发展的突出表现。文章从基本情况、科研基础、创新能力、科研实力、创新效益和社会影响6个方面调研了部分新型研发机构运行情况,分析了新型研发机构在知识和技术集聚、资本集聚和人才集聚3个方面对区域创新生态的影响,提出了政府要加强对新型研发机构的引导和扶持、新型研发机构要主动融入区域产业链和创新链等对策建议。The construction and development of new R&D institutions is an emerging practice in promoting innovation driven development in China,and it is also a prominent manifestation of the transformation and development of China’s innovation system under the new scientific and technological innovation paradigm and national scientific and technological development policy.The article investigates the operation of some new R&D institutions from six aspects:basic situation,research foundation,innovation ability,research strength,innovation benefits,and social impact.It analyzes the impact of new R&D institutions on regional innovation ecology in three aspects:knowledge and technology agglomeration,capital agglomeration,and talent agglomeration.It proposes that the government should strengthen guidance and support for new R&D institutions,new research and development institutions should actively integrate into regional industrial chains and innovation chains,and other countermeasures and suggestions.
