摘　　要：石油钻井定额管理工作经历了从企业内部成本控制、关联交易定价、统一计价规则和市场化定额的4次变革,给予我们5点启示:定额编制要兼顾历史传承与发展;定额具有时效性,要定期修订;要厘清成本定额与价格关系;要建设一支技术全面的专业团队;要充分发挥信息技术保障作用。未来钻井定额与造价管理思路是“定额标准化、管理制度化、人员专业化、造价数字化、价格市场化”,工作要求是健全市场化计价规则,推广工程量清单计价,创新激励性定价机制,推行全过程造价控制,加快数字化转型赋能和推进职业化人才建设,充分发挥定额与造价在企业管理中的基础性、规范性、控制性作用,坚持“科学造价、降本增效”,实现“事前能算赢、事中可控制、事后有评价”,不断提升油气勘探开发项目管理水平,推动世界一流示范建设,促进油气业务高质量发展。The role of the quota management of drilling engineering of CNPC has gone through four revolution:controlling enterprise internal cost,pricing connected transaction and standardizing market pricing rule,which brought us five revelations.Firstly,quota management should fit the requirement of enterprise revolution.Secondly,the compilation of quota relies on the inheritance and development of the history.Thirdly,the quota level should be progressive and time-effective to the benefit of management improvement.Fourthly,the clarification of the relationship of cost,quota and price contributes to the compilation and application of quota.Lastly,strengthening the construction of management team is important guarantee for the quota management.In future,the requirements of quota and cost management of drilling engineering are as followings:further standardizing the pricing rule and promoting the application of BOQ(Bill of Quantities);on the basis of risksharing and double-win,focusing more on the higher level as technique,quality,service,creation and etc;promoting the whole process cost management,and stretching the range of cost management to the both ends;improving cost management by employing information technology;training professional talents,and carrying on researches in advance.The foundational and normative role of quota in planning,production,operating,management,and etc should be fully utilized to achieve the sustainable development of the enterprise.
