基于多级挣值法的煤气发电施工项目成本管理应用案例分析

摘　　要：近年来电力建设行业的竞争日益激烈。作为煤气发电项目的民营电建企业,一方面,面对业主和总包商对施工合同额的控制不断降低,项目利润率不断缩减,施工成本的压力不断增加;另一方面,民营企业的施工项目成本管理与国有电力建设企业的先进管理之间仍然存在差距,这在竞争激烈的市场中是一个障碍。文章以某企业在执行的65MW分布式煤气高效清洁综合利用发电项目为例,针对公司控制与现场控制分离、进度控制与成本控制分离、缺乏成本管理统一平台、缺乏成本管理方法及管理保证标准数据等一系列成本管理不良的问题,在多级挣值法的理论基础上,引入P6软件,分析、控制及预测项目实施情况,实现公司与现场、进度与成本集成管控,彻底解决管理方法与标准缺乏、管理模式不规范与落后的现状,提升私营电建企业施工项目成本管理水平,使企业施工项目成本管理工作发生巨大变化,开辟煤气发电施工项目成本管理新思路和新方法。In recent years,competition in the power construction industry has become increasingly fierce.As a private power construction enterprise of gas power generation project,on the one hand,faced with the decreasing control of the construction contract amount by the owner and the general contractor,the profit margin of the project is shrinking and the pressure on the construction cost is increasing;on the other hand,there is still a gap between the construction project cost management of private enterprises and the advanced management of state-owned power construction enterprises,which is an obstacle in the highly competitive market.Taking the 65MW distributed gas efficient clean comprehensive utilization power generation project of an enterprise in execution as an example,this paper addresses some problems of poor cost management such as separation of company control and site control,separation of schedule control and cost control,lack of cost management unified platform,lack of cost management methods and management assurance standard data,etc.Based on the theory of multi-level earned value method,P6 software is introduced to analyze,control and predict project implementation,realize the integrated control of company and site,progress and cost,completely solve the status quo of lack of management methods and standards,non-standardized and backward management mode,improve the level of construction project cost management of private electric construction enterprises,make great changes in the company's construction project cost management work,open up new ideas and new methods of gas power generation construction project cost management.
