基于大数据共享的社保基金智能监管模式探析

摘　　要：近年来,社保领域挤占挪用、套保骗保案件呈多发态势,导致基金大量流失,加剧基金收支不平衡矛盾。虽然国家、省、市持续加大对套保骗保行为的打击力度,但受种种因素影响,经办风险依然高位运行,基金安全形势不容乐观,制度可持续运行面临挑战。分析和借鉴国内外基金智能监督先进经验,探索实现基金智能监管的新办法、新途径,可为确保基金安全运行提供有力保障。In recent years,driven by interests,there have been many cases of embezzlement,hedging and fraud in the field of social security,leading to a large number of fund losses and exacerbating the imbalance of fund income and expenditure.The state,province and city continue to strengthen the crackdown on insurance fraud.However,due to various factors,the operation risk is still high,the fund security situation is not optimistic,the sustainable operation of the system is facing challenges.Based on the analysis and reference of advanced experience of fund intelligent supervision at home and abroad,new methods and approaches to realize fund intelligent supervision are explored to provide strong guarantee for the safe operation of funds.
