摘　　要：科学技术是第一生产力,科技创新是提升综合国力、推动经济高质量发展的重要途径。建立黑龙江省的科技创新指标和产业结构发展指标,发现科技创新能够优化黑龙江省的生产要素组合及产业结构,改善就业结构及劳动力教育水平,创新传统工艺和传统技术、促进新兴产业发展,推动消费升级转型、驱动产业优化。黑龙江省科技创新指标与产业结构升级指标间基本呈正向发展趋势,黑龙江省应继续加大科技创新资金投入,提高科技产业成果转化效率,大力引入高科技专业人才,提升产业化发展水平,以促使科技创新在推动产业结构升级中持续发力。Science and technology are the primary productive forces,and scientific and technological innovation is an important way to enhance overall national strength and promote high-quality economic development.Scientific and technological innovation index and industrial structure development index of Heilongjiang Province is established.It is found that scientific and technological innovation can optimize factor mix and industrial structure of Heilongjiang Province,improve employment structure and labor education level,innovate traditional technology and technique,promote new industrial development,and promote consumption upgrading and transformation,and driving industry.There is a positive trend between scientific and technological innovation index and industrial structure upgrading index in Heilongjiang Province.Heilongjiang Province should continue to increase the investment in science and technology innovation,improve the efficiency of the transformation of science and technology industry achievements,vigorously introduce high-tech professionals,and improve the level of industrialization development,so as to promote the continuous force of science and technology innovation in promoting the upgrading of industrial structure.
