国外典型国家铁路运输企业碳中和战略研究及启示

摘　　要：德国铁路股份公司(DB AG)、法国国营铁路集团(SNCF)和JR东日本铁路公司等均是在碳中和战略布局方面处于领先地位的铁路运输企业,研究上述铁路运输企业制定和实践碳中和战略的经验可为我国铁路运输企业达成碳达峰碳中和目标提供一定的参考和借鉴。系统研究国外典型国家铁路运输企业建立的碳排放指标体系、对比分析3个企业的排放现状和提出的碳中和目标,并从牵引动力的脱碳减排、提高能源效率以及推广应用绿色电力等方面总结实现碳中和的战略路径和行动方案,在上述研究基础上结合中国实际,提出对中国铁路的启示和建议,包括加强铁路行业碳中和发展的顶层设计、推动铁路绿色科技创新、保证能源安全的前提下扩大绿色电力的利用以及加大对节能低碳产业的政策支持。Deutsche Bahn AG(DB AG),Sociéténationale des chemins de fer français(SNCF),and JR East Japan Railway Company are all leading railway transport enterprises in implementing carbon neutrality strategies.The study on the experiences of these railway transport enterprises in formulating and practicing carbon neutrality strategies can provide some references for China’s railway transport enterprises to realize their carbon neutrality targets.The study systematically investigated the carbon emission index systems established by railway transport enterprises in typical countries,compared and analyzed the current emission status and carbon neutrality targets proposed by the three enterprises,and summarized the strategic paths and action plans for achieving carbon neutrality in terms of decarbonization and emission reduction of traction power,improvement of energy efficiency,and promotion of green electricity.On this basis,the study considered the actual situation in China and put forward inspirations and suggestions for railways in China,including strengthening the top-level design of carbon neutrality development in the railway industry,promoting green technological innovation in railways,expanding the use of green electricity while ensuring energy security,and increasing policy support for energy-saving and low-carbon industries.
