摘　　要：1999年高校扩招计划实施以后的20年间中国高等教育规模得到了快速发展,现如今中国已经迈入了高等教育普及化阶段。尽管如此,当前社会各界对高等教育公平问题的关注和焦虑并没有显著减少。为了对高等教育公平进行一个客观的界定,研究以“感受认知”到“价值判断”的逻辑结构为基础,以1999年国家推行高等教育扩招政策为时间节点,从“一个过程”“两个维度”和“一个判断”三个视角刻画了不同历史时期高等教育公平问题的发展与演变过程,在此基础上对“高等教育的合理公平”这一概念进行了阐述和界定,并探讨了高等教育公平问题未来的发展趋势。The scale of higher education has developed rapidly during the 20 years since the implementation of university enrollment expansion plan in 1999.Despite that China now has entered the stage of higher education popularization,the attention and anxiety from all walks of life to the question of higher education fairness has not decreased significantly.To objectively give higher education fairness a definition,this research takes the logical structure of"feel cognition"to"value judgment"as the basis,uses the national implementation of higher education enrollment expansion policy in 1999 as the time node,and depicts the development and evolution process of higher education fairness in different historical periods from the three perspectives of"a process","two dimensions"and"a judgment",On this basis,this paper expounds and defines the concept of"reasonable and fair higher education",and probes into the future development trend of higher education fairness.
