新时代警民协同条件的再审视--以社会互构论为视角

摘　　要：警民协同不仅是基层警务的重要运行机制,也是促进和谐警民关系,构建社会治理共同体的必由之路。警民协同需要具备主体、运行和制度保障等前置条件。以社会互构理论为视角,通过H省社区警务实践实地调研,对警民协同诸条件进行深入分析。现阶段,警民协同存在多元化参与及主体资格能力条件不足、互构域的构建存在薄弱环节、协同达成的制度保障条件阙如等限制因素。为此,需要重新审视协同过程的前置预设与条件,具体从主体、运行、制度等方面重塑警民协同条件。The coordination between the police and the people is not only an important operating mechanism of grass-roots policing,but also an inevitable path to promoting a harmonious relationship between the police and the people and building a community of social governance.The coordination between the police and the people takes place in a certain space-time situation,which requires the preconditions of subject,operation and system guarantee.From the perspective of social interaction theory,through the field survey of community policing practice in H Province,this paper makes a deep analysis of the conditions of police and people coordination.The study finds that there are many obstacles in the coordination between the police and the people,such as the lack of diversified participation and main body qualification,the difficulty in the construction of the mutual construction domain and the harmonious change of the mutual construction between the police and the people,the lack of coordination and the guarantee conditions of various systems.It is necessary to re-examine the presupposition and conditions of the coordination process,and reshape the conditions of the coordination from the aspects of concept,subject,operation,system,etc.
