摘　　要：作为边疆治理的重要手段,边疆民族地区公共文化服务不仅关系边疆群众文化权利的保障、文化生活水平的提高,更关系国家文化安全、边疆和谐稳定。边疆民族地区公共文化服务体现了五个基本特征:多元一体、文化权利、意识形态、文化安全、社会长治久安。边疆民族地区公共文化服务的价值评价要素,包括文化安全及发展、中华民族共同体意识、文化权利、文化交流。进一步提升边疆民族地区公共文化服务,需要从中华文化认同、重要领域治理、资源供给、安全发展等方面入手,强化思想引领,增进中华文化认同,坚持做好宗教、教育等重要领域工作,加强政府及社会公共文化资源供给,建立有效预警机制。As an important means of frontier governance,public cultural services in frontier ethnic ar⁃eas not only play an important role in protecting cultural rights of borderland residents and improving their cultural life level,but also is a key concern for national cultural security,and borderland har⁃mony and stability.Public cultural services in frontier ethnic areas feature five basics:diversity,cul⁃tural power,ideology,cultural security,and social stability.The value evaluation of public cultural services in such areas include cultural security and development,the consciousness of Chinese nation⁃al community,cultural power,and cultural exchange.To further improve public cultural services in frontier ethnic areas,more efforts are needed in boosting consciousness of cultural identity,gover⁃nance level of important fields,resource supply,and safe development.It is therefore of great signifi⁃cance to advance ideological guidance,enhance awareness of the cultural identity,pay more atten⁃tion to important fields such as religion and education,strengthen the supply of government and so⁃cial public cultural resources,and establish effective warning mechanisms.
