摘　　要：通过制度的治理现代化是新时代以来以习近平同志为核心的党中央推进国家治理体系和治理能力现代化的核心战略思路。治理现代化的制度性逻辑展开可以为理解习近平有关党和国家制度建设的重要论述提供理论体系化的支点。习近平关于党和国家制度建设的重要论述,由制度规矩、制度自信、制度权威、制度体系、制度实施、制度优势、制度效能、制度成熟定型、制度安全、制度开放等十个关键性概念构成,回答了新时代坚持和完善中国特色社会主义制度的核心理念、战略布局和发展要求等重大问题,极大地丰富和发展了中国特色社会主义理论。Modernization of governance through institutional construction is a core strategic approach to promoting the modernization of the national governance system and governance capacity led by the Party Central Committee with Comrade Xi Jinping at its core since the new era.The institutional logic of modernizing governance can provide a theoretical framework for understanding important discourse on Party and state institutional construction by Xi Jinping.His important discourse on Party and state institutional construction consists of ten key concepts,including institutional rules,institutional confidence,institutional authority,institutional system,institutional implementation,institutional advantages,institutional effectiveness,institutional maturity and standardization,institutional security,and institutional openness.These concepts answer major questions such as the core ideas,strategic layout,and development requirements of adhering to and improving the socialist system with Chinese characteristics in the new era,greatly enriching and developing the theory of the socialist system with Chinese characteristics.
