基于公共卫生云平台的12320卫生热线平台的设计与实现

摘　　要：为应用信息化手段畅通12320卫生热线的群众诉求办理渠道,实现与12345市民热线的平台互联和数据共享,在分析12320卫生热线管理现状和群众诉求全程办理业务流程的基础上,对12320卫生热线平台进行架构设计。基于公共卫生云平台,采用SSM技术框架、MySQL数据库、Activiti流程引擎,使用B/S架构部署服务,构建完成了12320卫生热线平台。该平台打通了群众诉求办理的各个环节,形成了群众诉求记录、转办、督办、回告、满意度测评的完整数字化链条,实现了12320卫生热线平台与12345市民热线平台的数据共享互通,打造了卫生健康领域政务服务新模式。本文就12320卫生热线平台的设计与实现进行详细介绍,总结经验,分享成果。In order to apply information technology to smooth the channels for handling public demands on the 12320 health hotline,achieve platform interconnection and data sharing with the 12345 citizen hotline,based on the analysis of the current management status of the 12320 health hotline and the entire process of handling public demands,the architecture design of the 12320 health hotline platform is carried out.Based on the public health cloud platform,using SSM technology framework,MySQL database,Activiti process engine,and B/S architecture to deploy services,the 12320 health hotline platform has been constructed and completed.This platform has connected various links of handling public demands,forming a complete digital chain of recording,transferring,supervising,reporting,and satisfaction evaluation of public demands.It has achieved data sharing and interoperability between the 12320 Health Hotline Platform and the 12345 Citizen Hotline Platform,and created a new model of government services in the field of health and wellness.This article provides a detailed introduction to the design and implementation of the 12320 health hotline platform,summarizes experience,and shares achievements.
