公众参与视角下的老旧小区微更新机制探究

摘　　要：老旧小区微更新是存量规划背景下城市发展及社区治理的重要手段。公众参与是城市规划的重要方法,尤其在老旧小区更新中有着不可或缺的地位。然而,我国公众参与下老旧小区微更新尚处于起步阶段,公众参与机制还不完善,充满着机遇与挑战。研究通过对我国公众参与下老旧小区微更新的现状问题进行分析,借鉴国内外老旧小区微更新中的公众参与理论和实践经验,试图探寻我国公众参与式老旧小区微更新的机制与策略。研究发现:要提升社区规划中公众参与的效能,应当制定地方性社区微更新法规,加强公众参与的意识,拓宽公众参与的有效途径,因地制宜地抓住重点问题,避免形式主义与精英主义。Micro renewal of old residential areas is an important means of urban development and community governance in the context of inventory planning.Public participation is an important method of urban planning,especially in the renewal of old residential areas.However,the micro renewal of old residential areas with public participation in China is still in the initial stage,and the public participation mechanism is still incomplete,full of opportunities and challenges.This paper analyzes the current situation of micro renewal of old residential areas with public participation in China,draws on the theory and practical experience of public participation in micro renewal of old residential areas at home and abroad,and then attempts to explore the mechanism and strategy for public participation in the micro renewal of old residential areas in China.It is found that in order to enhance the effectiveness of public participation in community planning,it is necessary to formulate local community micro renewal regulations,to strengthen public participation awareness and effective ways,to adapt to local conditions,to seize key issues,and to avoid formalism and elitism.
