摘　　要：基于西南三省调查数据,利用结构方程模型实证检验第一书记派驻下农村基层政权组织的建设效果。研究结果表明:第一书记通过优化村党组织与村委会组织行为,有效提升了农村基层政权组织建设效果;而村集体经济组织行为优化对于提升农村基层政权组织建设效果不明显。进一步分析具体作用机理,发现:乡村经济精英匮乏、村干部合作社建设积极性不足等因素限制合作社发展从而制约了村集体经济组织的发展,使其对提升农村基层政权组织建设效果的影响不显著。基于此,建议通过构建第一书记驻村帮扶的长效机制,加强村集体经济组织建设以提升其对农户增收的带动效用,从整体上增强农村基层政权组织建设效果。Based on the survey data of three provinces in Southwest China,this study empirically tests the construction effect of rural grass-roots regime organizations under the assignment of the first secretary by using SEM.The results show that the first secretary has effectively improved the construction effect of rural grass-roots regime organizations by optimizing the organizational behavior of village party organization and village committee.However,the optimization of village collective economic organization behavior has no obvious effect on improving the construction of rural grass-roots regime organizations.Through the further analysis of the specific mechanism,evidences imply that the lack of rural economic elites and enthusiasm for the construction of village cadres'cooperatives restrict the development of cooperatives,which restricts the development of village collective economic organization and has no significant impact on improving the construction effect of rural grass-roots regime organizations.In light of this,it is suggested to build a long-term mechanism for the assistance of the first secretary in the village,strengthen the construction of village collective economic organization so as to enhance its driving effect on increasing farmers'income,and enhance the construction effect of rural grass-roots regime organizations as a whole.
