论大数据时代政府的治理创新

摘　　要：在万物皆可数据化的信息时代,大数据技术将成为政府治理成效最优的科学工具。大数据的“多中心、自组织、交互共享”等特征,契合政府治理多元化、扁平化、协作化等特性,形成大数据与政府治理内在的价值关联。大数据文化成为治理主导文化,大数据思维渗入治理思路,革命性地推动政府从经验管理转向智慧决策,构造政府依法精准治理范式。大数据是治理现代化着力点,数据治理成为国家战略。大数据技术革命引发政府治理革命,构成大数据时代政府治理创新的内涵:从“人力管理”到“数据治理”,从“权力管理”到“协同治理”,从“传统管理”到“现代法治”,实现政府治理的科学化、民主化、法治化、公共利益最大化,从而保障人民权益。In the information age when everything can be digitized,big data technology will become the most effective scientific tool for government governance.The characteristics of big data,such as"multi-centers,selforganization,interactive sharing",conform to the characteristics of diversification,flattening and collaboration of government governance,and form the intrinsic value relationship between big data and government governance.Big data culture has become the dominant culture of governance,and big data thinking has infiltrated into governance ideas,revolutionarily pushing the government turning from empirical management to intelligent decision-making,constructing the government's precise governance paradigm according to law.Big data is the focus of governance modernization,and data governance becomes a national strategy.The revolution of big data technology will trigger the revolution of government governance,which constitutes the innovative connotation of government governance in Big Data Era:from"manpower management"to"data governance",from"power control"to"collaborative governance",from"traditional government of men"to"modern government of laws",so as to make government governance scientific,democratic,legal,and make public interests maximization,thus protecting people's rights and interests.
