地方农业科研院所科技成果培育的实践与思考——以河北省农林科学院滨海农业研究所为例

摘　　要：地方农业科研院所作为解决地方农业科技问题的主力军,在应用研究方面作出了突出贡献,但在科技成果培育方面与高校和中央科研院所相比还有很大的差距。文章以河北省农林科学院滨海农业研究所为例,从科研人员存在畏难心理、研究内容不系统、基础研究薄弱和对外合作不紧密等方面分析了科技成果培育存在的问题,针对问题从坚定科研自信、强化顶层设计、加强基础研究、深化对外合作等方面提出了加强科技成果培育的措施,以期为地方农业科研院所科技成果培育提供借鉴和参考。As the main force to solve local agricultural science and technology problems,local agricultural research institutes have made outstanding achievements in applied research.However,there is still a big gap in the cultivation of scientific and technological achievements compared with universities and the national research institutes.Taking Institute of Coastal Agriculture,Hebei Academy of Agriculture and Forestry Sciences as an example,this paper analyzed the problems of cultivating scientific and technological achievements from the aspects of researchers′fearfulness,unsystematic research content,the weakness of fundamental research and the lack of close external cooperation,as well as proposed a series of measures such as firming confidence in scientific research,strengthening top-level design,enhancing fundamental research,and deepening external cooperation,in order to provide some references for cultivating scientific and technological achievements in local agricultural research institutes.
