流程再造视域下的行政许可审批标准化路径构建

摘　　要：国际发展新形势对国家治理能力和职能转换提出了新的要求,随着行政许可领域的审批改革深入推进,为更好地发挥标准化对行政许可审批工作的支撑作用,本文尝试基于流程再造理论及方法,阐述将流程再造理论引入行政许可审批标准化工作的理论基础和实践基础,并对行政许可审批流程的现状及问题进行分析,从而对探索构建行政许可审批标准化的路径提出一些参考。The new situation of international development has put forward new requirements for the transformation of national governance capacity and functions.With the deepening of the approval reform in the field of administrative licensing,in order to give full play to the supporting role of standardization in the administrative licensing approval,this article expounds the theoretical and practical basis for introducing the theory of process reengineering into the standardization of administrative license approval,and analyzes the current situation and problems of the administrative license approval process based on the theory and method of process reengineering,so as to provide some references for exploring the way to the standardization path construction of administrative licensing approval.
