摘　　要：以中国疾病预防控制中心应急能力建设项目为例,着重分析了项目实施的重点与难点,从组织结构设置、利用外部专家资源、设置奖惩措施及应用新技术新思路等方面阐述了推进该项目的具体举措,并总结了项目实施过程中应该注意的问题。Taking the emergency capacity building project of the Chinese Center for Disease Control and Prevention as an example,it focuses on analyzing the key points and difficulties of project implementation,and expounds the specific measures to promote the project from the aspects of organizational structure setting,using external expert resources,setting reward and punishment measures,and applying new technologies and new ideas.Then summarizes the problems that should be paid attention to in the process of project implementation.
