治理现代化视域下基层协商民主机制建构研究——以新乡市新乡县“村民代表提案制”为例

摘　　要：新乡市新乡县以“村民代表提案制”为创新点的基层协商民主制度,通过“五步工作法”“定权和束权”“制度保障”等途径,积极创建基层协商治理的制度平台。“村民代表提案制”的实践需要加以改善,但它作为积极探索基层治理的一种实现形式,对深入推进基层协商民主建设和实现基层治理现代化具有借鉴意义。Zhangqing Community of Xinxiang County,Xinxiang City,based on the grassroots consultative democracy system of"villagers representative proposal system"as the innovation point,has actively created a system platform of rural consultative governance through"five-step working method","determining and binding rights","system guarantee"and other aspects.The practice of Zhangqing Community need to be improved.But as a realization form of actively exploring grassroots governance,it has reference signification for further promoting the construction of grassroots deliberative democracy and realizing the modernization of grassroots governance.
