高保障水平农业保险对新种子技术采纳行为的影响

摘　　要：高保障水平农业保险能够通过其风险保障功能缓解农户对风险的担忧,进而加强农户对新种子技术的采纳。该文基于对内蒙古自治区玉米种植户的问卷调查数据,运用Probit模型,以完全成本保险这一典型高保障水平农业保险为例,识别其对农户新种子技术采纳行为的影响作用,同时关注农户的风险担忧状况对新种子技术采纳行为产生的影响。结果表明,高保障水平的农业保险能够增强农户对新种子技术的采纳行为;风险担忧程度越低的农户越倾向采用新种子技术;以及农户的风险担忧在高保障水平农业保险对农户新种子技术采纳行为的作用路径中发挥部分中介效应。最后该文从制定差异化保险方案,发挥社会网络互助作用以及支持青年劳动力返乡就业等方面提出政策启示。High-level agricultural insurance can alleviate farmers'concerns about risks through its risk protection function,and then strengthen farmers'adoption of new seed technology.Based on the questionnaire survey data of corn growers in Inner Mongolia Autonomous Region,this paper uses the Probit model to identify its effect on farmers'new seed technology adoption behavior by taking full cost insurance,a typical high-level agricultural insurance,as an example,and pays attention to the impact of farmers'risk concerns on new seed technology adoption behavior.The results show that high level of agricultural insurance can enhance farmers'adoption behavior of new seed technology,and farmers with lower risk worry are more likely to adopt new seed technology.Farmers'risk concerns play a partial intermediary effect in the role of high security level agricultural insurance on farmers'new seed technology adoption behavior.Finally,this paper puts forward policy implications from the aspects of formulating differentiated insurance schemes,giving full play to the role of social network mutual assistance and supporting young labor force to return to their hometown for employment.
