摘　　要：为减少船舶碰撞、触礁等事故引发的船舶污染物泄漏对水域造成污染的风险,找准风险的来源,提出从完善法规、规则、标准入手,落实航运企业防污染主体责任,加强行业管理部门监管等角度的风险防控对策,并提出船舶事故次生污染防治的船舶结构和设备优化建议,为有效化解船舶事故次生污染风险提供借鉴。To reduce the risks of water pollution as a result of ship pollutant leakage caused by accidents such as ship collision and striking reefs and identifies the source of the risks,this paper proposes risk prevention and control measures from the perspectives of improving regulations,rules and standards,implementing the responsibility of shipping enterprises for pollution prevention,strengthening the supervision over industry management departments,and puts forward suggestions for optimizing ship structure and equipment to prevent secondary pollution from ship accidents,with a view to providing reference for preventing such secondary pollution.
