摘 要:2020年8月30日,“X渔”轮在与商船会遇时关键时刻诡异左转行动导致碰撞,进而发生一起船沉人亡的重大等级水上交通事故。通过对该事故进行梳理分析,探究渔船在与商渔船会遇时通常突然采取左转行动各种风险因素,结合《1972年国际海上避碰规则》、当前中国沿海水上安全形势和航海实践与经验,提出防范商渔船碰撞的建议,供相关从业者参考借鉴,从而减少渔商船碰撞事故的发生率。In 30 August 2020,the“X fishing”vessel’s unexplainable port-side turning during its encounter with a commercial vessel resulted in a collision and a major maritime accident with the sinking of the vessel and loss of lives.This paper makes a systematic analysis on the incident,probes into the various risk factors associated with the sudden port-side turning maneuver commonly observed in encounters between fishing and merchant vessels.Drawing upon the International Regulations for Preventing Collisions at Sea,1972,the current maritime safety situation along the Chinese coast,as well as practical experiences in navigation,the paper presents recommendations for preventing collisions between fishing and merchant vessels,aiming at providing reference for relevant professionals so as to reduce the occurrence of collision accidents between fishing and commercial vessels.
