摘  要:准确客观评估区域水环境风险是预防区域突发性污染事故、保证区域水环境安全的基础。基于欧盟SevesoⅢ指令,综合考虑风险源管理水平和泄漏风险、污染迁移时间、风险受体脆弱性等重要因素,对指令模型进行优化完善,构建基于欧盟SevesoⅢ指令的区域环境风险评估方法,并应用于北江流域,评估流域内各工业企业固定点源及典型非点源对饮用水水源等受体的区域环境风险。评估结果显示:北江三水思贤滘以上流域划分的46个子区域中存在7个风险区,其中高风险区主要分布在北江干流韶关段,中风险区主要分布在北江干流清远段和肇庆段,评估结果与流域风险分布基本吻合。建议根据评估风险值对北江流域开展分级风险管控。Accurate and objective assessment of regional water environment risk is the basis for preventing regional sudden pollution accidents and ensuring regional water environment safety.Based on the EU SevesoⅢdirective,the directive model is optimized and improved by comprehensively considering the risk source management level,leakage risk,pollution migration time,risk receptor vulnerability and other important factors.The regional environmental risk assessment method based on EU-s SevesoⅢdirective is constructed and applied to the Beijiang River basin.It evaluates the regional environmental risks of fixed point sources and typical non-point sources of industrial enterprises to drinking water sources and other receptors in the Beijiang River basin.Evaluation results show that there are risks in 7 sub areas of the 46 areas divided by the Beijiang River basin above Sanshui,including high risk mainly distributed in Shaoguan section of Beijiang River,medium risk mainly distributed in Qingyuan and Zhaoqing section of Beijiang River.The assessment results are basically consistent with the risk distribution of the basin,and it is suggested that the Beijiang River basin should carry out hierarchical risk management and control according to the assessment of risk level.
