摘　　要：贫困治理是一道世界性难题,我国深度贫困地区的脱贫攻坚从制度层面和实践层面检验了贫困治理的中国模式。中国减贫治理在脱贫标准上以多维识别为基础,坚持货币标准识别与非货币识别的统一,坚持微观识别与宏观分层识别相统一。在减贫治理机制上,强化市场治理与央—地“垂直”治理、东西部“横向”治理、基层“精准”治理联动,形成央—地扶持、社会参与、市场选择等多元主体互动。在减贫治理制度建构上,农村集体土地所有制下统分结合的双层经营体制和以“底线”公平与“差序”公平为特征的城乡社会保障制度为贫困治理提供了坚实的制度基础。乡村振兴期间,通过延续减贫治理中农村基层治理的模式与经验,加速实现农村集体土地与产业的优化组合,全面推进乡村振兴与城市化进程双向驱动,最终高质量推进城乡共同富裕。Poverty governance is a worldwide problem.Poverty alleviation in Chinese deep poverty areas has tested the Chinese model of poverty governance from the system and practice levels.In terms of poverty alleviation standards,China's poverty reduction governance is based on multi-dimensional identification,insisting on the unity of monetary standard identification and non-monetary identification,as well as the unity of micro-identification and macro-hierarchical identification.In the mechanism of poverty reduction governance,market-oriented governance and central-local"vertical"governance,"horizontal"governance in the eastern and western regions,and"precise"governance at the grassroots level are strengthened to form multi-subject interactions among central-local support,social participation,and market selection.In terms of the system construction of poverty reduction governance,the two-layer management system combined with unified division under rural collective land ownership and the urban and rural social security system characterized by"bottom line"equity and"difference sequence"equity have provided a solid institutional foundation for poverty governance.During the period of rural revitalization,by continuing the mode and experience of rural grass-roots governance in poverty reduction governance,it is required to accelerate the optimal combination of rural collective land and industry,comprehensively promote the two-way driving of rural revitalization and urbanization,and finally promote the common prosperity of urban and rural areas with high quality.
