摘　　要：科学测算区域间贸易成本及贸易隐含环境成本是“双碳”目标下畅通国内大循环的重要理论问题。在增加值贸易基础上,本文构建了价值链分工下真实的区域间贸易成本及贸易隐含环境成本测度体系,并运用中国区域间投入产出数据进行测算。结果显示:中国区域间贸易成本呈现先下降后上升的态势,而环境成本呈现先上升后下降的态势。分区域来看,北部沿海区域的贸易成本最大,区域间贸易的临近偏好重要性在下降,各区域间的贸易流动逐渐打破地域空间束缚;东部沿海区域的环境成本最大且增幅最大,各区域均与东部沿海、南部沿海区域构成环境成本较高的主体。从行业来看,建筑业贸易成本较高,采选业环境成本较高。此外,东北、东部沿海、西南区域呈现两种成本的分化态势,农林牧渔业和其他服务业也呈现相似情况。通过本文的理论和实证分析,试图为科学构建区域间贸易成本测度体系提供有益思路,为制定考虑区域异质性的贸易畅通政策提供理论支撑。Scientific measuring the inter-regional trade costs and implicit environmental costs is an important theoretical issue to facilitate the great domestic cycle under the carbon dioxide emissions peak and carbon neutrality goals.Based on value-added trade,this study constructs the measurement system of real inter-regional trade costs and implicit environmental costs of trade under the value chain division of labor,then using China's inter-regional input-output data to calculate.The results show that:China's inter-regional trade costs show a trend of first decreasing and then increasing,while the implicit trade environmental costs show a trend of first increasing and then decreasing.From the subregional perspective,the trade cost of the Northern coastal is the largest and the importance of proximity preferences for interregional trade is decreasing which means that inter-regional trade flow has gradually broken the constraints of regional space;the environmental cost of the Eastern coastal is the largest while has the largest increase,it is found that each region constitutes the main body of higher environmental cost with the Eastern coastal and Southern coastal areas.From the industry perspective,the trade costs of construction industry are high,while the environmental costs of mining and beneficiation industry are high.In addition,the inter-regional trade costs and environmental costs in the Northeast,Eastern coastal and Southwest regions show a differentiation trend,and the agriculture,forestry,animal husbandry,fishery and other service industries also show a similar situation.Through the theoretical and empirical analysis,this paper attempts to provide useful ideas for the scientific construction of inter-regional trade cost measurement system,and provide theoretical support for the formulation of trade facilitation policies considering regional heterogeneity.
