摘　　要：目的分析中国西部地区政府医疗卫生支出效率,探索效率变化的原因并提出相关建议,为卫生资源的科学规划提供参考依据。方法运用数据包揽分析(DEA)的BCC模型和Malmquist指数模型对西部地区2009—2020年间的政府医疗卫生支出效率进行静态和动态分析。结果12年间各省区综合技术效率均值除宁夏外都小于1,最低和最高值之间相差0.594,规模效率的决策单元值超过0.9的有105个,全要素生产率均值为0.937,技术变化率均值为0.896。结论医疗卫生支出效率偏低且逐年下降,其主要原因是技术衰退,并且地区间差异显著,规模和结构也有待调整。因此政府应出台相关政策,以技术创新和人才培养为主,因地制宜调整医疗卫生支出规模和配置医疗卫生资源,从而有效提高政府医疗卫生支出效率。Objective To analyze the efficiency of government health expenditure in western China,to explore the reasons for efficiency changes,and to put forward relevant suggestions,so as to provide reference for scientific planning of health resources.Methods The BCC model and Malmquist index model of data envelopment analysis(DEA)were used to analyze the efficiency of government health expenditure in the western region from 2009 to 2020.Results The average value of comprehensive technical efficiency of each province in 12 years was less than 1 except for Ningxia,and the difference between the lowest and highest values was 0.594.There were 105 decision-making units with scale efficiency exceeding 0.9,and the average total factor productivity and average technical change rate were 0.937 and 0.896 respectively.Conclusion The efficiency of medical and health expenditure is low and declining year by year.The main reason is the technical recession,and the regional differences are significant.The scale and structure also need to be adjusted.Therefore,the government should introduce relevant policies focused on technological innovation and personnel training,adjusting the scale of medical and health expenditure and allocating medical and health resources according to local conditions,so as to improve the efficiency of government medical and health expenditure effectively.
