摘　　要：Starlink全球部署计划的主体是选择,即在空间、时间以及数量上的选择与设置。针对Starlink全球部署背后的对地威慑深层含义,遵循理技融合研究理念,构建区域威慑率、持续威慑率以及多重覆盖率量化准则,通过对地覆盖呈现区域威慑、时间覆盖呈现持续威慑、数量覆盖呈现多重威慑。Starlink全球部署计划仿真分析表明,1 110 km较高轨道部署能够对重点地域实现100%的区域威慑、100%的持续威慑以及7.3%的多重覆盖。若考虑发射高度成本,亦可在较低轨道通过视场角、轨道倾角以及相位差的调整部署来实现相同的威慑率。分析方式以及结果以期为Starlink部署应对提供借鉴。Starlink's global deployment plan is all about choice,in terms of space,time,and quantity.In view of the deep meaning of ground deterrence behind Starlink's global deployment,the quantitative criteria of regional deterrence rate,sustained deterrence rate and multiple repeat coverage rate are constructed in accordance with the research concept of science and technology inte-gration.Regional deterrence,sustained deterrence and sustained deterrence are presented through ground coverage.Simulation analysis of star-link global deployment plan shows that the 1110 km higher orbit deployment can achieve 100%regional deterrence,100%sustained deterrence,and 7.3%multiple coverage over priority areas.Considering the cost of launch altitude,the same deter-rence rate can also be achieved in lower orbits by adjusting the deployment of field angle,orbital in-clination and phase difference.Analysis methods and results are expected to provide reference for Starlink deployment response.
