摘　　要：稀土作为中国少数具有国际话语权的战略资源之一,因其优异的综合性能已成为新一代信息技术、智能装备、新能源、航空航天、节能环保等领域发展不可或缺的关键战略材料。本文综述了新形势下国内外稀土新材料的产业形势,详细梳理了国内稀土新材料产业链现状及各细分领域的重大发展需求。研究发现,中国稀土新材料各细分领域的发展水平与国外相比存在一定差距,在产业链供应链风险、绿色化发展水平、原始创新能力、关键核心装备以及材料应用技术等方面仍存在一定风险和挑战。基于上述现状,提出中国实现稀土新材料强国战略的总体发展思路,并从补短板、产业竞争力提升、锻长板及前瞻布局等专项给予优先发展方向建议。最后,从强化资源保障、推动绿色化发展、坚持自主创新、打造产学研融合平台和加强高端人才培养等方面提出了发展建议,以期为中国稀土新材料的高质量发展提供借鉴参考。As one of the few strategic resources with international discourse power in China, rare earth has become an indispensable key strategic material for the development of a new generation of information technology, intelligent equipment, new energy, aerospace, energy conservation and environmental protection due to its excellent comprehensive properties. In this paper, the industrial situation of new rare earth materials at home and abroad under the new environment is summarized, and the current situation of the domestic industrial chain of new rare earth materials and the major development demand in various sub-sectors are combed in detail. It is found that the development level of new rare earth materials in China is far behind that in foreign countries, and there are still some risks and challenges in the aspects of industrial chain supply chain risk, green development level, original innovation ability, key core equipment and material application technology. Based on the above situation, this paper puts forward the overall development idea of powerful country strategy with rare earth new materials, and gives suggestions on the priority development direction from the aspects of supplementing shortcomings, improving industrial competitiveness, forging long plates and forward-looking layout. Finally, it is suggested to strengthen resource protection, promote green development, persist in independent innovation, build an industry-university-research integration platform and strengthen the training of high-end talents, so as to provide reference for the high-quality development of new rare earth materials in China.
