运输航空公司重大突发事件情景规划及构建研究

摘　　要：重大突发事件情景规划与构建是提升航空公司应急能力的一项关键基础性工作。本文识别与整理了航空公司面临的主要突发事件,并将其收敛为航空器失事、航空器失联/失踪、空中重大故障等9种重大突发事件,给出了各个事件之间的关系链条;继而,改进传统情景规划方式,采用动态链接与推演,提出3种航空公司重大突发事件情景,并增添相关细节,形成情景概要;最后,针对“飞行安全”情景,依据航空公司重大突发事件情景特点,改进原生框架,简要开展情景构建活动,以为示例。Scenario planning and construction is a key work to improve the emergency capacity of airlines.This paper identifies and lists main emergencies faced by airlines,and reduces them to 9 kinds of major emergencies including aircraft crash,aircraft lost/missing and major in-flight failure.Then,improving traditional scenario planning method,using dynamic link and deduction,it puts forward 3 kinds of major emergencies and adds details of the situation to form a scenario summary.Finally,based on the"fight safety"scenario,according to the characteristics of major emergencies of transport airlines,it improves the native framework and carries out the scenario construction activities briefly.
