摘　　要：不同时期,受政策环境的制约和影响,公共政策的价值取向也有所不同,凸显了政府的施政方向和施政重点的阶段性差异。建国以来,我国基本医疗保险政策历经分离与整合的变迁之路,公平和效率作为政策价值内核的两个维度,并未同步发挥导向功能,而是在四个不同发展时期的政策中有所偏重,具体表现为:公平优先,兼顾效率;效率优先,兼顾公平;效率取向下公平价值的逐渐回归;高质量发展下公平与效率的均衡。政策价值的变动凸显了具有我国特色的基本医疗保险政策嬗变历程与时代抉择。In different periods,restricted and influenced by the policy environment,the value orientation of public policies is also different,highlighting the phased differences in the direction and focus of government governance.Since the founding of the People's Republic of China,the basic medical insurance policies in China have gone through the changing road of separation and integration.As the two dimensions of the policy value core,fairness and efficiency do not play the guiding function at the same time,but is stressed separately in four different development periods.The specific manifestations are as follows:fairness gives priority to efficiency;efficiency is prior with consideration to fairness simultaneously;the gradual return of fairness in the context of efficiency orientation;balance between fairness and efficiency under high-quality development.The change of policy value highlights the evolution process and era choice of basic medical insurance policies with Chinese characteristics.
