摘　　要：本文针对数字化背景下区域创新体系价值创造和获取模式如何发生改变、中国情境下多方参与的创新主体如何实现协同治理的现实问题,构建数字化背景下区域分布式创新体系,从宏观环境、创新网络和微观主体三个层次塑造区域分布式创新价值共创网络。并结合中国转型经济“强政府、大市场”的独特性,进一步探索政府力量和市场力量的结合,基于政府与社会资本合作实现多主体协同治理,打造“自上而下”和“自下而上”相结合的高水平区域分布式创新体系,构筑基于中国国情和数字化背景的跨层次整合创新理论,重构区域创新范式,旨在为我国区域创新在数字化空间的竞争优势构建和转型建立一个理论框架。构建区域分布式创新体系,应做好顶层设计,加强数字化基础设施建设,强化政府在产业和制度方面的引导作用。Focusing on how does the value creation and acquisition mode of regional innovation system change in the digital background and how can the multi-party innovation subjects achieve collaborative governance,this paper constructs a regional distributed innovation sysytem and shapes a regional distributed innovation value co-creation network from the three levels of macro environment,innovation network and micro subject.Connecting with the uniqueness of"strong government,large market"of China's transitional economy,it explores the combination of government forces and market forces to realize multi-agent collaborative governance based on public-private partnership,and to create a high-level regional distributed innovation system combining"top-down"and"bottom-up".This paper constructs a cross-level integrated innovation theory under the background of China's transformation and digitalization,reconstructs the regional innovation paradigm,and establishes a theoretical framework for the construction and transformation of competitive advantage of China's regional innovation in the digital space.In reality,regional distributed innovation systems requires top-level design by government,including optimizing digital infrastructure and strengthening the government's guiding role in industries and institutions.
