福清市农房确权登记发证工作实践与思考

摘　　要：农房确权登记发证关系到广大农民的切身利益,是一项以政策为引导,测绘技术相结合的长期性工作。该工作可以有效地加强农村房地产权管理、盘活闲置房屋、助力乡村振兴。因此,以福清市农房确权登记发证工作为例,简述了确权登记发证的工作流程和内容、不同时期农房确权登记发证方案及相应的确权材料整备。分析了福清市农房确权登记发证存在的主要问题,并提出了相应的解决思路及对策,为其他地区的农房确权登记发证工作提供了一定的经验参考。The confirmation,registration and certification of rural house ownership are related to the vital interests of farmers.It is a long-term work guided by policies and combined with surveying and mapping technologies.This work can effectively strengthen the management of rural real estate rights,revitalize idle houses,and help rural revitalization.Taking the rural house registration and certification work in Fuqing City for example,we briefly described the workflow and content of confirmation,registration and certification of rural house,and the schemes for confir-mation,registration and certification of rural house in different periods and the preparation of corresponding rights confirmation materials.We an-alyzed the main problems existing in the confirmation,registration and certification of rural house in Fuqing City,and put forward corresponding solutions and countermeasures,which could provide certain experience reference for the work of confirmation,registration and certification of ru-ral house in other regions.
