摘　　要：基于2007—2019年中国沿海11个省份的面板数据,构建面板向量自回归(PVAR)模型,探究海洋科技创新、蓝色经济韧性与海洋产业结构升级之间的动态互动关系。结果表明:海洋科技创新对蓝色经济韧性、海洋产业结构升级均具有积极的推动作用,而海洋产业结构升级并未显著推动海洋科技创新水平提升;蓝色经济韧性与海洋产业结构之间存在显著的双向互动关系,蓝色经济韧性增长有助于加速海洋产业结构升级,海洋产业结构高级化对蓝色经济韧性的冲击影响持续增强,海洋产业结构合理化对蓝色经济韧性的冲击影响呈先降后升趋势。基于研究结论,提出增强海洋科技成果应用转化效能、大力发展海洋新兴产业以及优化海洋人力资源配置等对策建议。This paper constructed a panel vector autoregression(PVAR)model to explore the interaction among marine technological innovation(MTI),blue economy resilience(BER)and upgrade of marine industrial structure(UMIS)based on the data of 11 coastal provinces in China from 2007 to 2019.Results show that MTI plays a positive role in promoting BER and UMIS,while the UMIS has no obvious effect on MTI.There is a significant two-way interaction between BER and UMIS.The improvement of BER is helpful for the UMIS,meanwhile the impact of UMIS on the BER is increasing.The impact of marine industrial structure rationalization on BER decreases first and then increases.Based on the conclusion,some suggestions are put forward by improving the application efficiency of marine technological achievements,vigorously developing marine emerging industries and optimizing the allocation of marine human resources.
