摘 要:近年来,海啸、风暴潮、洪涝等自然灾害频频发生,滨海城市居民的生命和财产安全受到极大威胁。文章从应急救援服务的角度出发,对救援服务设施的建设与服务情况展开研究。通过揭示使用群体、救援服务设施与滨海公共空间安全体系的关联机制,分析救援服务设施目前存在的问题,明确滨海公共空间的救援服务设施的配置要综合考虑规划布局、设施配置、全季管理、技术标准等方面。通过青岛市的实证研究提出以安全为导向的精细化设计策略,完善城市应急管理体系,协调人、城市和海洋的相互关系,提升城市应对公共安全事件的抵御能力、适应能力和学习能力,降低灾害对城市的破坏,实现城市发展的可持续性。In recent years,natural disasters,such as tsunamis,storm surges,and floods have occurred frequently,and the lives and property safety of coastal urban residents have been greatly threatened.From the perspective of emergency rescue services,this paper conducts research on the construction and service of rescue service facilities.By revealing the correlation mechanism between the use groups,the service facility and the coastal public space safety system,the current problems of rescue service facilities are analyzed,and the configuration of rescue service facilities in coastal public space should be comprehensively considered in terms of planning layout,facility configuration,all-season management,and technical standards.Through the empirical research of Qingdao City,the paper puts forward a safety-oriented and refined design strategy,improves the urban emergency management system,coordinates the interrelationship between people,the city and the ocean,and improves the city’s resilience,adaptability and learning ability to respond to public safety incidents,thus reducing the damage caused by disasters to the city,and achieving the urban sustainable development.
