石化建设项目环境影响评价文件编制及技术评估要点——以广东省茂名市合成树脂、合成橡胶实际建设项目为例

摘　　要：石油化工行业指的是以石油或者天然气为生产原料,生产各种石油化工产品的工业,主要包括石油、煤炭及其他燃料加工业和化学原料和化学制品制造业中的相关行业。石化行业具体涉及《建设项目环境影响评价分类管理名录(2021年版)》中精炼石油产品制造251、基础化学原料制造261、合成材料制造265行业中的石油化学工业建设项目。主要结合工作实践经验,以中国石油化工股份有限公司茂名分公司合成橡胶装置生产液体橡胶改造项目和广东众和高新科技股份公司1万t/a丁苯透明抗冲树脂提质扩能技术改造暨生产装置技术改造项目两个环境影响评价报告书项目为案例,梳理石化建设项目环境影响评价工作中应重点关注的内容,对石化建设项目的环评报告编制和技术评估工作具有一定指导作用,有利于石化建设项目的顺利推进。Petrochemical industry refers to the industry that uses oil or natural gas as the production of raw materials to produce various petrochemical products,mainly including petroleum,coal and other fuel processing industries and 6 related industries in the chemical raw material and chemical products manufacturing industry.The petrochemical industry specifically involves the petrochemical industry construction projects of refined petroleum products manufacturing 251,basic chemical raw materials manufacturing 261 and synthetic materials manufacturing 265 industries in the Classification Management List of Environmental Impact Assessment of Construction Projects(2021 edition).This paper mainly combines the practical experience,the completion of China petroleum and chemical co.,LTD.Maoming branch synthetic rubber device production liquid rubber transformation project and Guangdong and high-tech co.,10000 tons/year butyl benzene transparent resin mass expansion and production device technical transformation project two environmental impact assessment report project as cases,combing the petrochemical construction project environmental impact assessment work should focus on the content,the petrochemical construction project eia report preparation and technical evaluation work has a guiding role,is conducive to the smooth progress of the petrochemical construction project.
