摘　　要：坚持科技创新与体制机制创新“双轮驱动”,以新型研发机构管理制度的现代化为抓手,加快构建基础研究、应用研究与产业化双向链接的快车道,完善保障新型研发机构权益的法治体系和激励新型研发机构发展的政策体系,赋予新型研发机构较大自主管理权限,在管理体制、经费使用、人员身份等方面为新型研发机构“解绑”,通过“使命+合同+章程”放权管理方式,实现对新型研发机构中高层人才或团队的有效激励,进而激发新型研发机构创新活力。Adhere to the"two-wheel drive"of scientific and technological innovation and institutional mechanism innovation,we should take the modernization of the management system of new R&D institutions as a grip,accelerate the construction of a two-way fast track linking basic research,applied research and industrialization,improve the rule of law system to protect the rights and interests of new R&D institutions and the policy system to stimulate the development of new R&D institutions,give new R&D institutions more autonomous management authority,"untie"new R&D institutions in terms of management system,use of funds,personnel status,etc.,and achieve effective incentives for middle and senior talents or teams of new R&D institutions,thus stimulate the innovative vitality of new R&D institutions through decentralized management of"mission+contract+charter".
