双循环格局下的价值链治理与政策建议

摘　　要：当前全球价值链治理与升级机制遭到破坏,中国企业面临“低端锁定”与“外部断链”等风险。采用全国区域间IRIO数据,利用省域出口增加值分解框架,从路径偏好、参与程度、嵌入方向与省级关联四个方面,对我国制造业价值链治理情况进行测度分析。结果表明,我国东部地区全球价值链参与程度较高,国内价值链参与程度低且为后向嵌入,头部省份价值链关联省市较为集中,这在当前国际环境下风险凸显。因应新格局,中国企业应融通“双循环”,借助大国综合优势、依托区域发展梯度,通过开放的大国经济内循环推动价值链攀升和竞争力提升,进而主导国际性区域产品内分工,拓展或重构全球价值链体系,在国内价值链与全球价值链“双链交互”过程中,实现全球价值链升级目标。为此要促进创新要素集聚,完善创新型企业培育与发展体系;聚焦区域协调协作,补链强链完善国内产业链价值链;加强文化赋能、立体传播,提升“中国制造”的品牌影响力;加强政策扶持引导,助力中国企业国际性区域价值链建构耕拓。The governance and upgrading mechanism of the current global value chain has been undermined.Chinese enterprises are faced with risks of either being locked at the lower end or,being disconnected from the international value chain.Based on the domestic interregional IRIO data and the decomposition framework of provincial export value-added,the governance situation of Chinese manufacturing value chain is measured and analyzed in this study from four aspects:path preference,participation degree,embedding direction and provincial correlation.It is found that eastern China's engagement in the global value chain is higher while the engagement of the rest part of China is relatively lower and is embedded at the lower reach of the chain.And the value chain is concentrated within a few head provinces and cities,which is a prominent risk in the current international environment.In response to new challenges,Chinese enterprises should embrace the dual circulation system.By taking advantage of the comprehensive strength and the regional development differences of Chinese economy,Chinese enterprises should improve their competitiveness within the domestic circulation and lift their position in the international value chain.By taking a leading position in regional and international production chain,Chinese enterprises can step up to expand or reconstruct the global value chain,so as to achieve the ultimate goal of upgrading the global value chain.To that end,it is necessary to promote the agglomeration of innovation factors and to improve innovative enterprise cultivation and development.It's necessary to promote regional coordination and cooperation to strengthen and complete domestic industrial chain and value chain.It is necessary to strengthen cultural empowerment and three-dimensional communication to enhance the brand influence of'Made in China'.It's necessary to reinforce policy support and guidance to help Chinese enterprises build and expand regional and international value chains.
