共同富裕实现的资本逻辑与路径探赜

摘　　要：马克思主义视域下的资本既表现为一种追求增殖的价值即资本一般,也表现为一定的社会生产关系即资本特殊,具有正反双向的二重性质。社会主义国家的资本是体现马克思有关资本一般性同特殊性相统一规定的一类经济范畴,其中公有资本所有权归全体人民或集体,是共同富裕的压舱基石;非公有资本作为以私有生产关系为本质的资本,既能为共同富裕的实现提供重要驱动力,亦会在监督与引导不足的情况下无序扩张,悖逆共同富裕的民生指向。当前,明辨社会主义市场经济条件下的资本属性,并聚合各类资本合力以促进共同富裕,是理论与实践领域的重点关照。新发展阶段,持续引导资本健康发展、服务共同富裕大局,一方面要坚持公有资本主导地位,发挥其全局调控功能,增进其民生担当,充分展现其领富效用;另一方面要鼓励非公有资本发展,引导其服务民生福祉,坚决遏制其无序扩张,充分展现其促富效用。From the perspective of Marxism,capital takes on not only the value of pursuing proliferation,that is,capital generality,but also a certain social production relationship,that is,capital particularity,with a dual nature of positive and negative directions.The capital of socialist countries falls into the economic category that embodies the unified provisions of Marx on the generality and particularity of capital.Among them,the ownership of public capital belongs to all the people or the collective,which is the ballast cornerstone of common prosperity;Non-public capital,a capital with private production relations in essence,can not only provide an important driving force for the realization of common prosperity,but also may expand disorderly due to insufficient supervision and guidance,which runs counter to the livelihood orientation of common prosperity.At present,it is the key content in the field of theory and practice to clearly distinguish the property of capital in socialist market economy and aggregate the joint forces of all kinds of capital to promote common prosperity.In the new development stage,we should continue to guide the healthy development of capital to serve the overall interests of common prosperity.On the one hand,we should uphold the dominant position of public capital,exert its global regulatory function,enhance its responsibility for people's livelihoods,and fully demonstrate its effectiveness in leading common affluence;on the other hand,we should encourage the development of non-public capital,guide it to serve people’s well-being,firmly curb its disorderly expansion,and fully demonstrate its effectiveness in facilitating common affluence.
